Support H.R. 539
The Chiropractic Medicare Coverage Modernization Act (H.R. 539) continues to gain bipartisan support in Congress. If passed, the bill would expand Medicare coverage for services provided by Doctors of Chiropractic and improve access to care for Medicare beneficiaries.
There is currently a limited opportunity to demonstrate support for this legislation. Chiropractors are encouraged to contact their members of Congress.

Are You Leaving Money on the Table?
Many chiropractors assume declining profitability is the result of lower reimbursements. According to Dr. Ray Foxworth, the real issue may be much closer to home.
In this article, Dr. Foxworth shares findings from a multi-state review of chiropractic fee schedules that found more than 43% of clinic charges were below the amounts allowed by workers’ compensation fee schedules. The biggest source of lost revenue wasn’t adjustments, it was undercharging for examinations and evaluations that reflect a chiropractor’s clinical expertise.

Dr. Travis Oller Elected Vice-Chair of Kansas Health Care Stabilization Fund Board of Governors
At its July 9, 2026, meeting, the Kansas Health Care Stabilization Fund (HCSF) Board of Governors nominated and elected Dr. Travis Oller, Executive Director of the Kansas Chiropractic Association, to serve as Vice-Chair of the Board for Fiscal Year 2027.
The Health Care Stabilization Fund plays an important role in Kansas’ healthcare liability system, providing professional liability coverage and helping ensure the availability of healthcare services across the state. The Board of Governors oversees the administration and financial stability of the Fund on behalf of Kansas healthcare providers and the public.
Dr. Oller has served on the HCSF Board since his appointment by the Kansas Insurance Commissioner in 2019 and has served as Vice-Chair since 2022. His election reflects the continued confidence of his fellow board members and ensures that the chiropractic profession maintains a voice in discussions affecting healthcare providers throughout Kansas.
The Kansas Chiropractic Association congratulates Dr. Oller on his election and appreciates his continued service to both the chiropractic profession and the citizens of Kansas.
Evaluation and Treatment of the Upper Cervical Spine with Dr. Logan Null, DC, DCCJP
Join the KCA KC Metro District for a hands-on clinical seminar focused on the evaluation and treatment of the upper cervical spine. Members Only: CMS Finally Answers a Common Medicare Advantage Question

KCA Investigating Blue KC Claim Denials
Following reports from members, KCA identified a notable increase in unpaid Blue KC service lines beginning in January 2026. We are requesting CPT-specific data to determine how much of the increase involves CMT codes 98940–98942 and whether claims were improperly denied.

KCA Exempt Rad Tech Program Now Available Online
The Kansas Chiropractic Association is pleased to announce that its 12-hour Kansas radiology technology course is now available online at KansasChiro.com.
Developed by Dr. Steven Gould, DC, DACBR, and Dr. Travis Oller, DC, KCA Executive Director, the program provides required radiology education for chiropractic assistants, medical assistants, nurses, and other eligible individuals who take X-rays under the supervision of a licensed practitioner.
Kansas law provides a licensure exemption for certain individuals performing radiologic technology procedures when they work under appropriate supervision, receive training in the proper use of the equipment, and complete 12 credits of qualifying continuing education each year. The KCA program is designed to fulfill the 12-hour annual educational requirement for exempt radiologic technology personnel working in Kansas chiropractic offices.
Complete the Training Online
The new online format makes it easier to complete and document the required training. Participants can work through all 12 hours of instruction at their own pace through the KCA learning platform.
The course includes:
• Twelve hours of radiology education presented by Dr. Steven Gould
• Recorded instruction and accompanying presentation materials
• Knowledge assessments and course evaluations
• Online tracking of completed modules
• A printable certificate of completion
Participants must watch each course module in its entirety and complete any associated quiz, evaluation, or credit form. After completing all 12 hours, participants can download and print a certificate for their records.
Kansas regulations generally require continuing education documentation to be retained for at least three years. The new certificate system gives participants and supervising practitioners a convenient way to document completion.
Annual Completion is Required
Exempt radiologic technology personnel must complete this 12-hour course every year to maintain certification. Participants should retain each annual certificate of completion as documentation of compliance.
Completing the course does not replace other applicable requirements, including appropriate supervision and proper training in the use of the X-ray equipment. Participants and supervising practitioners remain responsible for complying with all Kansas laws and regulations governing radiologic technology procedures.
Legacy Training Programs End August 1, 2026
The new online program will replace all previous versions of KCA’s Exempt Rad Tech training.
Effective August 1, 2026, certificates will no longer be issued for any legacy training program. This includes the previous online course system and the older videotape/VCR-based training program.
Anyone currently completing a legacy version of the training must finish the program and obtain the appropriate certificate before August 1, 2026. After that date, participants needing a certificate must complete the course through the new KCA online learning platform.
How to Enroll
Visit the KCA online course catalog and enroll in the 12-Hour Kansas Radiology Technology course.
Participants must create an account at KansasChiro.com, but KCA membership or chiropractic licensure is not required to register. After purchasing the course, log in, open “My Courses,” select the program, and launch the online classroom.
KCA has also prepared a short instructional video explaining how to register for the classroom and watch the courses.
