KCA Board of Directors Meets in Topeka to Advance Strategic Priorities and Combat Insurance Challenges
The Kansas Chiropractic Association (KCA) Board of Directors convened on Saturday, July 26, 2025, at the Celtic Fox in Topeka for its summer board meeting. Led by President Dr. Brad Pyle, the board reviewed organizational progress, discussed legislative priorities, and took action to support Kansas chiropractors facing mounting insurance-related obstacles.

Strategic Planning and Membership Growth
The Strategic Planning Committee reported continued progress following a recent membership survey and Zoom planning sessions. An in-person session is scheduled for the Sunday after the Fall Convention in Wichita. In his remarks, Dr. Pyle issued a call to action, challenging each board member to personally contact at least two non-members per month to grow the association by 15% before year’s end.

Board Takes Bold Stance on Insurance Bundling Practices
Responding to growing concerns over improper insurance denials, the board unanimously passed a Resolution Opposing the Bundling of CPT Codes by Commercial Insurers. This formal resolution declares KCA’s strong opposition to insurance practices that deny separate reimbursement for medically necessary chiropractic services such as exams, adjunct therapies, and re-examinations when performed on the same day as an adjustment. The resolution underscores how bundling policies harm both providers and patients, violate national coding standards, and amount to unfair discrimination against the chiropractic profession.

Resolution of the Kansas Chiropractic Association Opposing the Bundling of CPT Codes by Commercial Insurers
WHEREAS, commercial insurance carriers have implemented policies that bundle distinct chiropractic procedure codes (such as evaluation and management services, manual therapy, and adjunctive procedures) with chiropractic manipulative treatment (CMT) codes (98940–98942), resulting in the denial of separate reimbursement for these medically necessary services;

WHEREAS, such bundling practices unfairly deny chiropractors proper compensation for distinct services rendered, undermine the relative value system upon which CPT coding is based, and frequently impose restrictions not applied to other provider types performing similar services;

WHEREAS, these bundling policies harm patients by limiting access to comprehensive, timely, and medically necessary care, fragmenting treatment plans, increasing patient inconvenience, and potentially compromising clinical outcomes;

THEREFORE, BE IT RESOLVED, that the Kansas Chiropractic Association (KCA) formally opposes all commercial insurance practices that bundle separate chiropractic services into a single payment or deny reimbursement for properly coded and medically necessary procedures;

BE IT FURTHER RESOLVED, that the KCA calls upon all commercial insurance carriers to cease these bundling practices, to honor the distinct nature and value of chiropractic services, and to reimburse chiropractors fairly and consistently for each medically necessary service provided;

BE IT FINALLY RESOLVED, that the KCA will continue to advocate vigorously on behalf of Kansas chiropractors and their patients to eliminate these bundling practices, promote provider non-discrimination, and protect patient access to comprehensive chiropractic care.

To further assist members, the board also passed a Resolution Directing the development of Member Resources related to improper insurance denials. These resources will include:
Step-by-step guides on how to file complaints with the Kansas Insurance Department,
Templates for challenging denied claims,
And general advice on documenting and coding services in alignment with national standards.
These materials will be made available to all members in the next few months to empower them in defending fair reimbursement and holding insurers accountable.

Government Affairs and Collaboration
Dr. Oller updated the board on key governmental and interprofessional initiatives, including collaboration with the Kansas Physical Therapy Association on shared legislative concerns such as prior authorization and payment reform. He also reported on recent developments with the Kansas Board of Healing Arts and Medicare-related legislation, including H.R. 4204 (Medicare Patient Choice Act), which was discussed and tabled for further review.

District and Committee Updates
District reports included plans for upcoming CE events, such as a free two-hour session hosted by the KC Metro District in August. Committee activity remained strong, and the Medicare, Convention, and Strategic Planning Committees submitted written reports. Dr. Brian Asbury was appointed to represent the profession on the Kansas Department of Labor’s Workers’ Compensation Fee Schedule Committee.

Dr. Pyle closed the meeting by emphasizing the need for ongoing collaboration, effective leadership, and clear communication to address the challenges facing the profession. He thanked each board member for their dedication and reaffirmed the association’s mission to advocate, educate, and unify chiropractors throughout Kansas.


Note from the KCA Executive Committee
On Monday, July 21, 2025, the sitting KCA Vice-President canceled their membership with the Kansas Chiropractic Association. Per KCA bylaws, all Board members must be active members; therefore, this action also removed them from the Board.

The individual later requested reinstatement as a member in good standing, along with reappointment to the vacant position of KCA Vice-President.

At the Board meeting held on Saturday, July 26, 2025, the Board voted to reinstate the individual as a member in good standing. However, no motion was made to reappoint them to the role of KCA Vice-President, and the position remains vacant.
